A lecturer is giving a talk on traffic rules and driver behaviour to social science students

- Lecturer
- Today I want to look at a simple question: why do drivers follow traffic rules – or break them? It is often assumed that the main reason people obey is fear of punishment.
- Lecturer
- Enforcement certainly plays a role. Fixed speed cameras, for example, are generally thought to reduce speeding in the area immediately around them. However, some drivers simply slow down near the camera and speed up again afterwards, so the effect may be quite local.
- Lecturer
- The size of the penalty matters less than many people believe. What seems to act as a stronger deterrent is the likelihood of being caught. A small fine that drivers expect to receive is often more effective than a huge fine that they think they will never get.
- Lecturer
- A second factor is road design. Drivers tend to choose their speed according to how a road looks and feels, not just what the sign says. Wide, straight roads encourage people to drive faster, whereas narrower lanes, trees and parked cars make them feel they need to be more careful.
- Lecturer
- Thirdly, there are social norms – what people believe others around them are doing. If drivers perceive that everyone else is speeding, they are more likely to do the same. Some road safety campaigns have therefore tried to emphasise that most drivers actually respect the limit.
- Lecturer
- Finally, a word of caution. Most of what we know comes from studies in a limited number of countries, and driving cultures differ. What works in one city may not work in another, so policies should ideally be tested locally before being introduced on a large scale.
