Building upwards
(Bài đọc tự viết; thành phố và nhân vật là giả định.)
A For most of the last century, the city of Lanford grew outwards. As the population increased, new suburbs were built on farmland around the edge of the city, and people travelled longer distances every day to reach their workplaces in the centre. By the early 2000s, traffic was heavy, public transport was overcrowded, and the countryside around Lanford was disappearing.
B In 2010, the city’s planners decided to change direction. Instead of allowing more low-rise suburbs, they encouraged developers to build taller apartment blocks near existing train and bus stations. The idea was simple: if more people lived close to public transport, fewer would need cars, and the remaining countryside could be protected.
C The policy has had clear benefits. Several new neighbourhoods now have shops, schools and clinics within walking distance, and many residents say their journeys to work are shorter. Because the new buildings take up less land, the city has also been able to create several new parks.
D However, high-rise living has not suited everyone. Some families with young children complain that the flats are too small and that there is nowhere safe for children to play outside. Older residents in particular say they feel isolated, because they rarely meet their neighbours in the lifts and corridors. In addition, prices in the most popular blocks have risen sharply, and many young workers still cannot afford to live there.
E Planners have tried to respond to these criticisms. New buildings must now include shared spaces, such as rooftop gardens and community rooms, where residents can meet. The city also requires developers to make a proportion of every new block available at lower rents for people on modest incomes.
