Lecturer
Today I'd like to look at public art – that is, art placed in shared spaces such as streets, parks and stations, rather than inside galleries. I'll talk about its forms, its purposes and some of the problems it can cause.
Lecturer
Let's start with forms. The most traditional is the statue, usually of a historical figure. In recent decades, however, cities have increasingly commissioned murals – large paintings on the walls of buildings – as well as temporary installations, which may stay in place for only a few weeks.
Lecturer
Now, purposes. Public art tends to be justified in three ways. First, it can create a sense of identity, especially in neighbourhoods that have changed rapidly. Second, it may improve the appearance of neglected areas. And third, it is often expected to attract visitors, although the evidence for this appears to be mixed – some projects bring in tourists, while many others go largely unnoticed.
Lecturer
Let me give you an example. In the hypothetical city of Ardley, the council funded a series of murals along a canal that had been used mainly as a shortcut. Residents were invited to suggest themes, and local schoolchildren helped with the designs. Surveys afterwards suggested that more people walked along the canal in the evening, and that they felt safer doing so.
Lecturer
That brings me to the problems. The first is cost. Large sculptures in particular can be extremely expensive, and it could be argued that the money would be better spent on basic services. The second is maintenance – outdoor works are exposed to weather and, in some cases, vandalism. And the third is that public art is frequently controversial. Because people encounter it without choosing to, they tend to react more strongly than they would to a work in a gallery.
Lecturer
To conclude, the most successful projects seem to be those in which the community is consulted from the beginning. Next week, we'll look at how artists respond when their work is criticised.
