Đề: Some people think that governments should spend money on supporting the arts, such as music, theatre and painting. Others believe this money should be spent on more important services, such as healthcare and education. Discuss both views and give your own opinion.
Hedge vừa đủ
- Without public support, many theatres be forced to close.
- Art to be seen as a luxury when budgets are tight.
- It be argued that hospitals have a stronger claim on public money.
- Commercial art forms such as pop music are, in cases, able to survive without subsidies.

Opinions differ on whether public money should be used to support the arts or reserved for essential services such as hospitals and schools. In my view, while basic services must remain the priority, a modest level of arts funding is still justified.
Those who oppose arts funding argue that governments have limited budgets and must allocate them according to need. When hospitals are short of staff or classrooms are overcrowded, spending money on an orchestra or an art gallery can seem difficult to defend. Moreover, it is sometimes claimed that subsidised art is elitist, since theatres and galleries tend to be used mainly by wealthier, better-educated people, which means that all taxpayers are paying for the pleasures of a minority.
On the other hand, supporters of arts funding point out that many valuable forms of culture are not commercially viable. Pop music and blockbuster films can survive in the market, but traditional theatre, folk music and local museums often cannot, and without public support they may simply disappear. Such art forms are part of a nation's cultural heritage and arguably have an intrinsic value that cannot be measured in ticket sales. Public funding can also make the arts accessible to all – for example, through free museum entry or subsidised school visits – which directly addresses the problem of elitism.
I agree with this second view, although only up to a point. Healthcare and education should clearly receive the greater share of public money. However, the amount needed to protect cultural heritage is relatively small, and its benefits reach future generations as well as current ones.
In conclusion, although essential services must come first, I believe that governments should continue to provide limited but reliable support for the arts.
🧩 3. Ngôn ngữ trọng tâm – 10 phút: lập trường rõ + hedge chính xác
| Mục đích | Cụm |
|---|---|
| Ý kiến có ranh giới | while X must remain the priority, Y is still justified · I agree, although only up to a point |
| Trình bày phía kia công bằng | Those who oppose… argue that… · it is sometimes claimed that… |
| Hedge lập luận | can seem difficult to defend · tend to be used mainly by · may simply disappear · arguably |
| Phản biện trong thân 2 | which directly addresses the problem of… |
Lỗi hay gặp: thân 1 vừa trình bày vừa phản bác → mất cân bằng; hoặc hedge quá nhiều (maybe perhaps it might possibly…) → giám khảo không thấy lập trường.

Subject: Re: Draft slides for Thursday
Hi Tuan,
Thanks for sharing the draft. The case study on slide 4 works really well – it makes the problem very concrete. One suggestion: the data on slides 6–8 might be easier to follow as a single chart, since the audience will only see each slide briefly. Otherwise, I think it's in great shape. Happy to do a quick run-through on Wednesday if that helps.
Best, Ha
