Health budgets are under pressure in almost every country, and there is growing debate about whether more of this money should be directed towards preventing disease rather than treating it. I largely agree that prevention deserves a greater share of public spending, but I believe this shift must be gradual and must never come at the expense of people who are ill today.
The strongest argument for prioritising prevention is that it can reduce the need for treatment in the first place. Many of the conditions that place the heaviest demands on health systems, such as heart disease and type 2 diabetes, are at least partly linked to lifestyle, and their effects build up over many years. Measures that encourage healthier habits, or that detect problems early through routine screening, can therefore delay or prevent illnesses that would otherwise require years of expensive care. Moreover, a single well-designed public health campaign can reach millions of people at a relatively low cost per person, whereas treatment is necessarily provided one patient at a time.
However, there are important limits to this argument. Governments have an ethical obligation to care for those who are already sick, and their needs are immediate in a way that the potential benefits of prevention are not. A patient waiting for surgery cannot be told that funds have been redirected to a campaign that may pay off in twenty years. In addition, the results of preventive programmes are often slow to appear and difficult to measure, which makes it hard to know in advance which ones will be cost-effective.
The most sensible approach, in my view, is to increase spending on prevention steadily over time while protecting core treatment services. Priority should go to preventive measures with strong evidence behind them, such as vaccination and early screening for common conditions.
In conclusion, although treatment must remain a central responsibility of any health system, I agree that a larger proportion of public money should be invested in prevention, provided that this is done carefully and on the basis of evidence.
🔬 Phân tích bài mẫu
- Lập trường rõ có hai điều kiện (gradual, never at the expense of…) ngay mở bài, lặp lại chính xác ở kết bài (provided that…).
- Cơ chế thay cho số liệu: their effects build up over many years, reach millions… at a relatively low cost per person, whereas treatment is necessarily provided one patient at a time.
- Hedge chính xác về y khoa: at least partly linked to lifestyle, can delay or prevent, may pay off – không tuyên bố quá.
- Ví dụ “đắt giá” cho giới hạn: bệnh nhân chờ phẫu thuật – làm nổi bật nghĩa vụ đạo đức.
- Cụm danh từ phức: the heaviest demands on health systems, a single well-designed public health campaign, core treatment services.
⚠️ Lỗi hay gặp ở band 6.5: chọn “completely agree” rồi thừa nhận ở thân bài rằng chữa bệnh quan trọng hơn (mâu thuẫn); số liệu bịa; ví dụ “for example, cancer can be prevented by eating vegetables” (khẳng định y khoa thiếu căn cứ).

Incident report – 18 November, 14:20
Location: Packing area, Line 2. What happened: An operator slipped on a small patch of oil near the conveyor. She sustained a minor bruise to her knee; first aid was given on site. Immediate action: The area was cordoned off and cleaned. Possible contributing factors: A slow leak from the conveyor motor may have caused the oil; the absence of a drip tray may also have contributed. Recommended actions: Inspect and repair the motor; install a drip tray; add the area to the daily housekeeping checklist.
