- Lecturer
- This morning I want to look at population ageing – what causes it, how it's measured, and what governments can and can't do about it.
- Lecturer
- Let's start with causes. It's often said that ageing happens because people are living longer. That's part of the story, but in fact the bigger driver in most countries is falling fertility – the average number of children born per woman. When fertility falls below what's called replacement level, which is roughly 2.1 children per woman, each generation is smaller than the one before, and the average age of the population rises.
- Lecturer
- Rising life expectancy adds to this, albeit more gradually. Whereas a fall in fertility changes the shape of the population over a single generation, improvements in life expectancy tend to build up slowly over decades.
- Lecturer
- So how do we measure the effect? The most common tool is the dependency ratio. What we mean by this is the number of people outside working age – children and older people – compared with the working-age population. A rising ratio means that each worker is, in effect, supporting more people through taxes and social contributions.
- Lecturer
- Now, a word of caution. The standard ratio assumes that everyone over a fixed age, often sixty-five, is dependent. That assumption is increasingly misleading. Many people in their late sixties are healthy, working or caring for grandchildren, which allows their own children to stay in employment. So some researchers prefer measures based on how many people are actually in work, rather than on age alone.
- Lecturer
- What about policy? The first response many governments consider is raising the pension age. Notwithstanding its unpopularity, this has been adopted in a number of countries, because it reduces costs and increases the size of the workforce at the same time. The difficulty is that it affects people unequally – those in physically demanding jobs often cannot work as long as office workers.
- Lecturer
- A second response is to encourage higher fertility through childcare support and parental leave. The evidence suggests these measures can have an effect, albeit a modest one, and mainly on the timing rather than the total number of births.
- Lecturer
- A third is migration of working-age people. This can ease labour shortages quickly, although migrants themselves grow older, so it's a delay rather than a permanent solution.
- Lecturer
- Finally, and perhaps most importantly, there's productivity. If each worker produces more – through better technology, training or health – then a smaller workforce can support a larger number of older people. That said, productivity growth is notoriously hard to predict, so it would be unwise to rely on it alone.

Viết lại bằng cấu trúc trang trọng
- The increase was small, but it was real. → There was a real increase, a small one.
- Although it was unpopular, the reform went ahead. → its unpopularity, the reform went ahead.
- Office workers can work longer, but manual workers often cannot. → Office workers can work longer, manual workers often cannot.

Whereas some want to stop completely, others would happily stay on part-time.
Trong khi có người muốn nghỉ hẳn, người khác sẵn lòng ở lại làm bán thời gian.
A phased retirement scheme could help, albeit with some extra admin.
