Traffic congestion in city centres wastes time, damages health and slows down the buses on which many residents depend. Charging drivers to enter central areas at peak times is one proposed solution. I agree with this idea, but only provided that two conditions are met: the money raised must be spent on public transport, and realistic alternatives to driving must already exist.

The main argument in favour of a charge is that it targets the cause of congestion directly. Roads in city centres are a limited resource, and when they are free to use at all times, drivers have little reason to consider whether a particular journey is necessary. A charge applying only at busy times encourages some people to travel earlier or later, others to share cars, and others to switch to buses, trains or bicycles. Even a modest reduction in traffic can make a noticeable difference at peak times, allowing buses to move faster and reducing the pollution produced by vehicles stuck in queues.

The strongest objection is that such charges are unfair. A fixed fee represents a far larger share of a low-income worker's earnings than of a wealthy driver's, and those working early or late shifts may have no practical alternative to a car. If a charge simply prices poorer people out of the city centre while wealthier drivers continue as before, it would be difficult to defend.

This is why the conditions matter. If the revenue is ring-fenced for improving bus services, cycle lanes and safe walking routes, the people paying the charge – and those who stop driving because of it – receive something in return. Exemptions or discounts for essential groups, such as disabled drivers and some shift workers, would further reduce the unfairness.

In conclusion, congestion charging can be an effective way to reduce traffic in city centres, but it is only justified when it forms part of a wider plan that makes alternatives genuinely available to everyone affected.

🔬 Phân tích bài mẫu
  1. Lập trường có hai điều kiện cụ thể ngay mở bài, được dùng lại ở thân 3 và kết luận – mạch rất chặt.
  2. Cơ chế đầy đủ: đường là tài nguyên hữu hạn → phí giờ cao điểm → ba kiểu thay đổi hành vi → xe buýt nhanh hơn, ít ô nhiễm.
  3. Phản biện ở dạng mạnh nhất (công bằng, ca làm việc sớm/muộn) và được trả lời bằng điều kiện, không bị gạt đi.
  4. Mệnh đề rút gọn & phân từ: A charge applying only at busy times, vehicles stuck in queues, the people paying the charge.
  5. Không số liệu thành phố thật – Even a modest reduction… can make a noticeable difference.

⚠️ Lỗi hay gặp ở band 6.5: điều kiện chung chung (if the government does it well); bịa số (traffic fell by 30% in London); lặp traffic jam nhiều lần thay vì congestion, traffic volume, queues.

🧩 3. Ngôn ngữ trọng tâm – 10 phút: nén thông tin bằng rút gọn

Câu dài Câu gọn (band 7)
A charge which applies only at busy times… A charge applying only at busy times…
…the pollution which is produced by vehicles that are stuck in queues …the pollution produced by vehicles stuck in queues
…the people who pay the charge and those who stop driving …the people paying the charge and those who stop driving because of it

👉 Không rút gọn mọi mệnh đề – giữ lại một số who/which để câu không quá dày đặc.
