How a bike-sharing scheme works

In the city of Harlow, around two thousand bicycles are available to rent at a hundred and fifty docking stations across the city centre. The scheme, called CityCycle, is designed for short journeys, and most trips last less than twenty minutes.
To use the system, people first download the CityCycle app and create an account. Before they can rent a bike, they must pay a small refundable deposit, which is returned when they close their account. Once the account is active, users can see on a map in the app how many bikes are available at each station.
At the station, the user scans a code on the bike with their phone. This unlocks the bike from the dock, and the timer starts. The first thirty minutes of each trip are free for members; after that, a charge is made for every additional fifteen minutes.
When they reach their destination, users return the bike to any docking station by pushing it firmly into an empty dock. A light on the dock turns green to show that the bike has been locked correctly, and the trip ends automatically. If a station is full, the app directs the user to the nearest station with free spaces and gives them an extra ten minutes at no cost.
Behind the scenes, a team of staff keeps the system running. Because many people ride downhill into the city centre in the morning but rarely ride back up, bikes tend to collect at some stations and run out at others. Every night, vans redistribute the bikes so that each station has enough for the next morning. At the same time, any bike that a user has reported as damaged through the app is taken to a workshop for maintenance.
The scheme has been popular, but it has faced challenges. Some bikes have been stolen or damaged, and the cost of moving bikes around the city is higher than expected. To reduce this cost, CityCycle plans to introduce electric bikes next year, as users are more likely to ride them uphill.
