Traffic offences such as speeding and running red lights put lives at risk every day, and there is considerable debate about how best to reduce them. While some people believe that much heavier penalties are the answer, others argue that education is more effective. In my view, the two approaches work best together, but they serve different purposes.
It is often argued that tougher fines and penalties are the quickest way to change drivers' behaviour. Heavy penalties are thought to deter people because the consequences of being caught become too costly to ignore. For example, if drivers knew that using a phone at the wheel would lead to losing their licence for six months, many would think twice before picking it up. Supporters also point out that penalties send a clear message that society takes dangerous driving seriously.
On the other hand, those who favour education believe that fear of punishment only works when people expect to be caught. Since police cannot be present on every road, they argue that lasting change comes from drivers understanding why the rules matter. Campaigns that show the real consequences of accidents, or road safety lessons in schools, tend to influence young people before they develop bad habits. Admittedly, such campaigns take time to produce results, and they are unlikely to change the behaviour of repeat offenders on their own.
In my opinion, education should be seen as the long-term foundation, while penalties are necessary for those who ignore the rules regardless. Teaching road safety from a young age would gradually reduce the number of offences, and strict enforcement would deal with the minority who continue to take risks.
In conclusion, rather than choosing between punishment and education, governments should combine them, using each where it is most effective.

Hi team, a quick reminder: please make sure the meeting rooms are cleared and the screens are switched off after use. A few rooms have been left with cups and papers recently, which isn't great when clients arrive. Thanks for helping keep things tidy! 🙂
