Everything within walking distance

(Bài đọc tự viết; thành phố, nhân vật và số liệu là giả định.)

A For much of the last century, city planning in many countries was organised around separation. Homes were placed in one zone, offices in another, shops and factories in a third. The logic seemed sound at the time: keep noisy industry away from bedrooms and give each activity the space it needed. What this approach also did, however, was make the car almost indispensable, since daily life now involved travelling between zones that might be many kilometres apart.

B In recent years, an alternative vision has gained ground among planners. Its central idea is proximity: most of the things people need regularly – groceries, schools, clinics, parks, perhaps even workplaces – should be reachable on foot or by bicycle within a short time. Supporters argue that such neighbourhoods would reduce traffic and emissions, give residents more free time, and encourage the kind of casual encounters that make communities feel alive.

C Turning this vision into reality is far from straightforward in cities that were built for cars. In the hypothetical city of Halden, the council began by changing its zoning rules to allow small shops and cafés on the ground floor of residential buildings, something that had previously been prohibited. It also converted several car parks into small public squares. Progress has been slow, partly because many residents were initially sceptical, and partly because businesses are reluctant to open in areas where footfall is still low.

D Even where such changes succeed, they can produce unintended consequences. Neighbourhoods that become more pleasant and convenient also become more desirable, and property prices often rise as a result. In parts of Halden, long-term tenants on modest incomes have reported being priced out by newcomers attracted by the improvements – a process commonly known as gentrification. The irony is that the people who most depend on local services, because they cannot afford a car, may be the first to be displaced.

E Critics raise a further objection: that the idea of a self-contained neighbourhood misunderstands how modern economies work. Specialised jobs, universities and major hospitals cannot be replicated in every district, and many people will continue to need to cross the city regularly. “Proximity is a sensible goal for daily errands,” says urban economist Teresa Lindqvist, “but if it becomes an excuse to neglect city-wide public transport, it will leave many people more isolated, not less.”

F Supporters accept some of these points but argue that they are reasons to design the policy carefully rather than abandon it. Halden has since introduced rules requiring a proportion of new homes in improved areas to be offered at below-market rents, and it has continued to invest in its tram network alongside neighbourhood projects. Whether these measures will be enough remains to be seen; early figures are encouraging but cover only three years.

G Perhaps the most important lesson is that the walkable neighbourhood is less a single plan than a set of trade-offs. It can make daily life easier and greener, but only if it is combined with affordable housing and good connections to the rest of the city. Treated as a slogan, it risks benefiting those who are already comfortable; treated as one part of a wider strategy, it could help cities become both more efficient and more humane.
