Who is watching the town hall?

(Bài đọc tự viết; tờ báo, chuyên gia, thị trấn và số liệu là giả định.)

A When the Millbrook Gazette printed its final edition last spring, after more than a century of publication, few residents noticed at first. Most had long since stopped buying it, preferring to get news from social media or national websites. Yet within a year, several things had changed in Millbrook. Attendance at council meetings fell, fewer candidates stood in local elections, and a controversial decision to sell public land passed with almost no public debate. It would be too simple to blame all of this on the newspaper’s closure. But I find it hard to believe the timing is a coincidence.

B The economics behind such closures are well understood. For decades, local papers were funded largely by advertising – job vacancies, property sales, classified notices. As those adverts moved online, much of the revenue went with them, and few local papers have managed to replace it through subscriptions. Media economist Dr Helen Achterberg argues that the traditional model “is not coming back”, and that expecting local journalism to survive on advertising alone is “wishful thinking”.

C What, then, is actually lost when a local paper disappears? It is tempting to say “news”, but national outlets and social media still produce plenty of that. What they rarely provide is sustained scrutiny of local institutions: someone who sits through a three-hour planning meeting, reads the council budget and asks awkward questions. Political scientist Rafael Duarte believes that this routine attention has a deterrent effect. “Officials behave differently when they know a reporter might be watching,” he says, although he admits that the evidence for this is “suggestive rather than conclusive”.

D Various solutions have been proposed. Some towns have seen former journalists set up non-profit news sites funded by donations and grants from charitable foundations. Achterberg is sceptical that philanthropy can fill the gap at scale, pointing out that donors tend to favour wealthier areas and may lose interest after a few years. Community organiser Leila Nasser takes a more optimistic view. In her experience, residents are willing to pay small monthly amounts once they see a direct connection between reporting and local decisions, and she argues that a mix of reader support and modest public funding could make local news sustainable.

E Public funding is, of course, controversial. Critics worry that newspapers paid by the state, even indirectly, will hesitate to criticise those in power. This is a serious concern, and I do not think it can be dismissed. But it can be managed: funding could be distributed by an independent body according to transparent criteria, rather than by politicians. Duarte agrees that such safeguards are essential, though he doubts they would completely remove the risk of influence.

F In the end, the question is not whether local newspapers in their old form can be saved – most probably cannot – but whether the function they performed can be preserved. A town without anyone paying close attention to its decisions is, in my view, a town in which mistakes and abuses are more likely to go unnoticed.

✅ Câu 1–5: Do the statements agree with the views of the writer? YES, NO hoặc NOT GIVEN

  1. 1. The closure of the Millbrook Gazette was the only cause of the changes in the town.

  2. 2. The timing of the changes in Millbrook is probably not accidental.

  3. 3. National news websites cover local council meetings in detail.

  4. 4. Concerns about state-funded newspapers should be taken seriously.

  5. 5. Most residents of Millbrook would pay for a new local news service.

✅ Câu 6–10: Match each statement with the correct person. A = Helen Achterberg, B = Rafael Duarte, C = Leila Nasser

  1. 6. The evidence for a particular benefit of local journalism is not yet definitive.

  2. 7. Charitable donations are unlikely to support local news in all areas.

  3. 8. People will pay for local news when they see its impact on their community.

  4. 9. Relying on advertising to fund local journalism is unrealistic.

  5. 10. Independent distribution of funds would reduce but not eliminate the danger of political influence.

Local newspapers are closing because advertising revenue has moved online and subscriptions have not replaced it. The main loss is not news itself but sustained scrutiny of local institutions, which may discourage poor decisions. Proposed solutions include non-profit sites funded by donations, reader contributions and modest public funding. Philanthropy may not reach all areas, and public funding risks political influence, although an independent body could reduce this. The writer concludes that the priority is to preserve the watchdog function, even if traditional newspapers cannot be saved.
