Modern societies face many decisions, from building new infrastructure to managing public health, that are both technically complex and deeply important to ordinary people. While some argue that such decisions are best left to experts, others insist that citizens should decide. In my view, the debate becomes easier to resolve once we distinguish between questions of fact and questions of values.
The case for relying on experts is strong. Many public issues involve evidence that few non-specialists are in a position to evaluate: whether a dam will withstand extreme floods, for instance, or how a new medicine interacts with existing treatments. A decision based on popular opinion rather than careful analysis could cause serious and lasting harm. Experts may also be less influenced by short-term pressures, such as the desire to win the next election, and therefore better able to consider long-term consequences.
On the other hand, there are good reasons for giving ordinary people the final say. Those who will live with the consequences of a decision have a legitimate claim to shape it, and decisions imposed without public involvement may be resisted or ignored. Experts, moreover, are not infallible. They may disagree with one another, they can be wrong, and like anyone else they may have interests of their own. A public that is excluded from decisions has no way of holding experts to account when mistakes are made.
I believe each side is right about a different part of the problem. Whether a dam is safe is a factual question on which expert judgement should carry most weight. Whether a community should accept the loss of farmland in exchange for flood protection, however, is a question of values, and here no amount of expertise can provide the answer. The most sensible arrangement, therefore, is one in which experts set out the evidence and the options clearly, while ordinary people, directly or through elected representatives, choose between them.
In conclusion, experts and citizens should not be seen as rivals. Good decisions require both reliable knowledge and democratic legitimacy.
🔬 Phân tích bài mẫu
- Khung phân tích ngay mở bài: distinguish between questions of fact and questions of values – giám khảo thấy ngay bài có tư duy riêng.
- Hai phía ở dạng mạnh nhất, mỗi phía có 2–3 lý do có cơ chế; phía người dân có lập luận chính danh và trách nhiệm giải trình.
- Ví dụ khái quát xuyên suốt: con đập – dùng ở thân 1 (an toàn) và thân 3 (đánh đổi đất nông nghiệp) → liên kết rất chặt.
- Ý kiến riêng không chọn phe đơn giản mà phân vai: chuyên gia nêu bằng chứng & lựa chọn, người dân chọn.
- Câu kết cô đọng: reliable knowledge and democratic legitimacy.
⚠️ Lỗi hay gặp ở band 6.5: liệt kê experts are smart; people know what they want; ý kiến both are important; nêu sự kiện chính trị thật mà không chắc chi tiết.

📝 Findings summary (70–100 từ)
Write a short summary of one finding at work in three clearly separated parts: Evidence (what the records or observations show), Interpretation (what it probably means, using hedging or modal deduction), Recommendation (what should be done next, including how to confirm the interpretation).

Finding – Night-shift overtime
Evidence: Payroll records show that overtime on the night shift rose by about a third in October compared with September, while day-shift overtime was unchanged.
Interpretation: The new rota introduced on 1 October must have reduced night-shift staffing, although higher order volumes may also have contributed.
Recommendation: Compare November's staffing levels and order volumes before changing the rota, and ask night-shift supervisors to record the reason for each overtime request.
