Paying to visit
(Bài đọc tự viết; thành phố, mức phí và nhân vật là giả định.)
A In many popular destinations, residents have begun to question whether the benefits of tourism still outweigh its costs. Crowded streets, rising rents and pressure on water and waste services are common complaints. One response, adopted by a growing number of cities, is a tourist tax: a small charge added to the price of each night’s accommodation. The hypothetical coastal city of Porto Lumen introduced such a tax five years ago, and its experience illustrates both what these schemes can achieve and where their limits lie.
B The way the scheme works is fairly simple. When a visitor books a room, whether in a hotel, a guesthouse or a short-term rental apartment, the tax is calculated according to the type of accommodation and the number of nights. It is then added to the bill and collected by the accommodation provider at check-out. Providers submit the money they have collected to the city every three months, together with a record of the number of guests. The city places this revenue in a separate tourism fund, rather than in its general budget. Finally, a committee that includes residents, business owners and council officials decides each year how the fund should be allocated.
C The charge itself is modest – roughly the price of a cup of coffee per night in most hotels, and slightly more in luxury ones. Children under twelve are exempt, as are people staying in the city for medical treatment. The tax is not intended to discourage tourism in general. Rather, it aims to ensure that visitors contribute to the costs that tourism creates, such as street cleaning and the maintenance of historic sites.
D Supporters of the scheme point to clear results. In its first five years, the fund has paid for additional waste collection in the old town during the busy summer months, the restoration of two historic churches and a new network of public drinking fountains. Because spending decisions are published online, residents can see exactly where the money goes – a level of transparency that, according to the committee’s chair, Ana Ferreira, has helped to reduce opposition to the tax.
E Critics, however, argue that the scheme does little to address the deeper problem of overtourism. A charge of this size, they point out, is unlikely to change anyone’s decision to visit, and visitor numbers in Porto Lumen have continued to rise. Some also complain that the tax is too easy to avoid: short-term rentals arranged privately, without a registered provider, may not collect it at all. The city has responded by requiring all rental platforms to register, although enforcement remains difficult.
F A further question is whether day visitors should pay. Many people arrive on cruise ships or tour buses, spend a few hours in the old town and leave the same evening. Since they do not stay overnight, they pay nothing, even though they contribute significantly to crowding. Porto Lumen is now considering a separate charge for large tour groups, though this proposal has divided local businesses.
G The city’s experience suggests that tourist taxes are best understood as a way of funding the costs of tourism rather than controlling its scale. For the latter, other tools – limits on new hotel construction, restrictions on short-term rentals, or timed entry to the busiest sites – may be required. Used together, such measures may help popular destinations remain places where people want not only to visit but also to live.

Mangrove kayak tour – 4/5
A well-organised half-day trip with a friendly, knowledgeable guide. The group was small, and the kayaks were in good condition. Lunch with a local family was the highlight. The only disappointment was that the stork colony had moved, so we saw fewer birds than advertised, although the guide explained this at the start. Best suited to families and first-time paddlers. Bring more water than you expect to need.
