As droughts become more frequent and populations continue to grow, water shortages are affecting an increasing number of regions. There is disagreement about whether the solution lies mainly with individuals or with governments and industry. In my view, both have a role, but the greater responsibility rests with those who control the largest share of water use and the systems that supply it.

Those who emphasise individual responsibility argue that small changes in daily habits can add up to significant savings. Taking shorter showers, repairing dripping taps and watering gardens less often require little effort, and if millions of households adopt them, the combined effect could be considerable. Moreover, people who understand the value of water may be more willing to support wider measures, such as higher prices for heavy users.

Others point out, however, that households typically account for only part of total water consumption. In many regions, agriculture and industry use far larger quantities, and inefficiencies in these sectors – such as irrigating crops in the heat of the day or failing to recycle water in factories – may waste more water than domestic users ever could. Governments, too, are responsible for infrastructure: in some cities, a substantial proportion of treated water is lost through leaking pipes before it ever reaches a tap. Asking individuals to save water while these losses continue seems both ineffective and unfair.

I would argue that individual action matters, but mainly as a complement to structural change. Governments are in the best position to invest in repairing networks, to set efficiency standards for farms and factories, and to price water in a way that discourages waste. Industry, for its part, can adopt technologies such as drip irrigation and water recycling. Public campaigns are most effective when they accompany these measures rather than replace them.

In conclusion, although individuals should use water responsibly, the main responsibility for tackling shortages lies with governments and industry, whose decisions have by far the largest impact.
