Whether those with the highest incomes should be taxed at considerably higher rates than others is one of the most persistent questions in public debate. In my view, the principle that the wealthy should contribute proportionately more is sound, but I disagree with the idea that a much higher headline rate is the best way to achieve it.
The case for asking more of the wealthiest is strong. Someone earning many times the average salary can pay a higher share of their income and still enjoy a very comfortable life, whereas the same share would cause real hardship for a low-income family. High earners also tend to benefit disproportionately from public goods such as a stable legal system, an educated workforce and well-maintained infrastructure. It therefore seems reasonable that their contribution should rise with their capacity to pay, which is the logic behind progressive taxation in most countries.
However, a sharp increase in the top rate is not necessarily the most effective way to apply this principle. Very wealthy individuals often have options that ordinary workers do not: they can receive income in forms that are taxed more lightly, use legal loopholes, or, in some cases, move their residence elsewhere. A higher rate on paper may therefore produce disappointingly little in practice. A more promising approach, I would argue, is to broaden what is taxed – for example by closing loopholes and treating income from investments more like income from work – so that the wealthy pay more because they have fewer ways to avoid paying, rather than because the rate has been set at a symbolic level.
In conclusion, I agree that the wealthiest should pay more, but only to the extent that the system is designed to collect it effectively. A fair tax system depends less on how high the top rate is than on how difficult it is to escape.
🔬 Phân tích bài mẫu – điều tách band 8 khỏi band 7.5
- Sắc thái nằm ở từ “much”: đồng ý nguyên tắc (contribute proportionately more), không đồng ý phương tiện (a much higher headline rate). Lập trường rõ mà không cực đoan.
- Từ ngữ trung lập: contribute, contribution, capacity to pay – không dùng punish the rich hay crushing tax burden.
- Cơ chế thay cho số liệu: they can receive income in forms that are taxed more lightly… move their residence elsewhere → A higher rate on paper may therefore produce disappointingly little in practice.
- Phân biệt khái niệm: legal loopholes (lách luật hợp pháp) – không gán hành vi phạm pháp cho cả nhóm.
- Câu kết cô đọng, có đối: depends less on how high the top rate is than on how difficult it is to escape.
⚠️ Lỗi hay gặp ở band 7.5: từ ngữ mang cảm xúc (greedy rich people); nhầm avoidance/evasion; bịa số liệu (the rich pay only 5% tax); lập trường “hoàn toàn đồng ý” rồi thân bài 2 lại phản bác.
|---|---|
| tax burden, tax grab | tax payments, tax rate |
| handouts | benefits, social transfers |
| the elite | high earners, the wealthiest households |
| slash public spending | reduce public spending |
| the rich are fleeing | some high earners may relocate |
Describe a time when you did the right thing even though it was not easy.
You should say:
- what the situation was
- what you did
- why it was difficult
- and explain how you feel about it now.
Your team must choose between two options for next year's budget (situation of your choice). Write a short note that presents both options neutrally before the meeting, without revealing your own preference.

Two options for next year's training budget: Option A – one external course for the whole team. Advantages: shared learning, one schedule. Drawback: less tailored to individual roles. Option B – individual allowances. Advantages: flexibility, matched to each person's needs. Drawback: harder to track and compare results. Both options cost roughly the same. Please come to Thursday's meeting ready to discuss which fits our priorities better.
