📖 2. Đầu vào – 25 phút
Cooperation without a referee
(Bài đọc tự viết; quan điểm là của tác giả bài viết, nội dung ở mức phổ thông.)
A Many of the most pressing problems of our time do not respect borders. Infectious diseases spread through airports; rivers flow through several countries; fish stocks move freely across maritime boundaries. Yet there is no world government able to enforce rules on every nation. Each country remains, in the end, free to decide whether to cooperate. How, then, does cooperation happen at all?
B The difficulty is easy to state. When several countries share a resource, each benefits from the restraint of the others, whether or not it shows restraint itself. A country that limits its fishing while its neighbours do not simply hands them a larger catch. From the narrow point of view of any single government, it can therefore be rational to let others bear the cost – even though, if every country reasons the same way, all of them end up worse off. Economists call this the free-rider problem.
C And yet international cooperation is far more common than this reasoning would predict. Countries routinely coordinate on matters as varied as the safety of ships at sea, the delivery of international post and the reporting of disease outbreaks. Such arrangements rarely make headlines, but they work, largely because the benefits of cooperating are obvious and the costs of doing so are modest.
D Where the stakes are higher, trust has to be built gradually. Agreements often begin with small, easily checked commitments – sharing data, for instance – before moving on to more demanding ones. Verification is central: when each party can see what the others are doing, the fear of being exploited diminishes. Transparency, in other words, is not merely a moral ideal but a practical precondition for cooperation.
E A further factor is that countries do not negotiate once and then disappear. They meet again and again, on trade, security and countless other issues. A government that breaks one agreement may find its credibility damaged in all the others. This prospect of future dealings – what some theorists describe as the shadow of the future – gives countries a reason to keep their word even when breaking it would bring a short-term advantage.
F None of this guarantees success. Cooperation remains most fragile where the costs of acting are large and immediate while the benefits are distant or uncertain – precisely the situation for some of the problems that matter most. The lesson, I would suggest, is not that idealism is naive, but that agreements must be designed so that cooperating serves each country’s interest: through shared information, staged commitments and arrangements that make breaking promises costly.

Paragraph E
Paragraph F
✅ Câu 7–10: chọn A, B, C hoặc D

10. What is the writer's main recommendation?
🔍 Bẫy trong bài
- Tiêu đề ix (shared rivers) dùng từ khóa của đoạn A, nhưng A nói chung về vấn đề xuyên biên giới, không về chi phí.
- Tiêu đề vii cực đoan, mâu thuẫn với đoạn C.
- Câu 10: phương án A dùng từ idealism trong bài, nhưng tác giả nói not that idealism is naive, but that… → ý chính ở vế sau.
🧩 3. Ngôn ngữ trọng tâm – 10 phút: tác giả dự đoán và trả lời phản đề
Đoạn B → C là mẫu kinh điển: trình bày lý lẽ bi quan một cách thuyết phục (B), rồi “And yet…” đưa bằng chứng ngược (C). Đoạn F lại giới hạn sự lạc quan (None of this guarantees success).
| Bước | Câu trong bài | Dùng trong Task 2 |
|---|---|---|
| Trình bày phản đề mạnh | The difficulty is easy to state. | The objection is a serious one. |
| Phản bác bằng bằng chứng | And yet… is far more common than this reasoning would predict. | In practice, however, … |
| Giới hạn chính mình | None of this guarantees success. | This is not to say that… |
| Kết luận có điều kiện | The lesson… is not that X, but that Y. | The real lesson is not…, but… |
